Why More AI and Startup Companies Are Choosing Mauritius as Their Overseas Base

For AI and SaaS startup teams, going overseas has moved from an option to something many are now weighing seriously. The costs, employment rules and compliance thresholds of Europe, the United States and Singapore have led many to look at other locations. Mauritius is one that has been discussed frequently in recent years: not only an island destination, but a place that can host an overseas business entity.

1. Receiving Payments and the Foreign-Exchange Environment

For AI and SaaS companies, collecting overseas subscription fees smoothly and settling in US dollars is the foundation of day-to-day operations. Mauritius has no exchange controls: companies can open multi-currency accounts locally and connect to mainstream international payment gateways to collect revenue from overseas software services and content businesses, with relatively easy movement of funds in and out.

2. Tax Burden and Operating Costs

  • Corporate income tax of 15%, with personal income tax on a progressive scale (10%–15%)
  • No capital gains tax and no inheritance tax, with relatively light dividend withholding arrangements
  • Qualifying innovation and offshore businesses can apply for further tax arrangements under the relevant incentive policies (subject to the latest publications of the Economic Development Board (Mauritius) and the Mauritius Revenue Authority)
  • Office space, local employees and overall operating costs offer a certain advantage compared with Singapore and major cities in Europe and the United States, though the specifics need to be modelled for the business structure

3. Computing, Data and Copyright Environment

Mauritius has several international submarine cable connections and good external network connectivity; its Data Protection Act is close to the European GDPR framework, making it a suitable compliant hosting location for cross-border data; and its legal system follows the common-law tradition, providing a foundation for intellectual property protection. For businesses that need to handle multilingual data, content distribution and copyright registration, these are conditions that can be put to use.

4. Residence Status: Innovator and Premium Visa

Beyond the investor and self-employed categories, the Innovator Occupation Permit is aimed at innovation businesses (requiring evidence of qualifying R&D investment and a business plan), while the Premium Visa is aimed at remote workers (up to 1 year, renewable, and requiring an income source outside the country). Founders and core team members can arrange long-term stays locally on this basis. Specific thresholds and documentary requirements are subject to the latest rules of the Economic Development Board (Mauritius).

5. A Few Practical Reminders

  • Genuine operations are required. Tax and licensing benefits are premised on substantive operations: office space, local staff and real business activity.
  • Plan your bank account well in advance. Local banks carry out fairly rigorous due diligence on the source of funds and beneficial-ownership structures, and preparation usually takes several months, so it should be done in parallel with setting up the structure.
  • The talent mix needs to be designed. Mauritius has a base of bilingual and operational talent, but foundational algorithm and complex AI engineering positions still require outside input, so the division of work across the team needs to be thought through in advance.
  • Market positioning must be clear. The local market is limited in size, so the business should primarily serve overseas markets.

Designing residence status, corporate structure and business setup together as a whole reduces the cost of later adjustments more effectively than handling a single permit in isolation.
